When he asks for Seafood Chowder he might spawn at Aquitaine. So after you meet him there he will say “The test cuisine this time is Seafood Chowder. Traveler, could you cook it for me again so i can figure out the nuances of it’s flavor?”
When you ask him about it’s recipe he will tell you that you can make it by throwing a bunch of sea fish into a pot and stirring. He will also tell that not to use low-quality freshwater fish. After that he will give you 3 Bigmouthed Salmon.

Since you have already obtained the ingredients from Yagnatz so now it’s time to make a Seafood Chowder on your cooking pot. To make it on cooking pot tap on “Camp” button at bottom right corner of screen and select the cooking pot at the center (under the campfire).
This will take you to cooking screen where you need to switch to the second tab (wood icon). This will display all your collected edible items. Select the three Bigmouthed Salmon obtained from Yagnatz from the list and tap on “Cook” button.
You will then need to get 11 points on the dice in order to make Seafood Chowder for the first time. Once successful, it’s recipe will be permanently unlocked at recipe screen from where you can easily make more of them as needed.
