ATI and FA runes can be obtained from “Fading Embers and Runes” who is an NPC called Cellik and can be found at Palace Courtyard in Westmarch. How To Get Fading Ember In Diablo Immortal

As mentioned earlier, Fading Ember is required for getting FA runes. The only way to get Fading Ember is by playing in Elder Rift. The good thing is that you don’t need to add any crests to Elder Rift in order to get fading ember.

However there is a fading ember cap of 200 per week so you can not get more than 200 embers in a week. There is another little good thing though. Other than the weekly cap of 200 embers you can also get up to 120 more fading embers per week if anyone in your party uses a crest, these are called Bonus Fading Embers. So make sure to always play in a party (or better to play in a party with anyone using a crest) while playing Elder Rift.
