It can be little tricky to figure out how to unlock Costumes section on Gacha screen in Cookie Run Kingdom. When you tap on costumes, it says “Clear Stage 2-13 and the Boutique Opening quest first!”. You might have already cleared stage 2-13 but the costumes might still be locked because you still need to complete the Boutique quest.
How To Find & Complete Boutique Opening Quest
In order to unlock Costumes shop you need to clear stage 2-13 and then also finish the Boutique quest. You can find this quest on the top of quests list at right side of your screen. This quest will ask you to deliver 5 Sweet Jelly Jam.
You need to upgrade your Jammery to Level 2 in order to make these Sweet Jelly Jams. It will take 8 minutes to craft each jelly jam so you will need to wait 40 minutes to finish crafting all 5.

Once you have delivered all 5 Sweet Jelly Jams and completed the Quest, Costumes Gacha will finally be unlocked and you will also be rewarded with 300 Rainbow Cubes to draw your first costume.
A new Costumes button will now also be added to Cookies screen where you can see all the costumes you can unlock from Gacha for each Cookie.
Costumes not only give your Cookies a Cool and attractive look but you can also gain various Buffs and Effects for all your Cookies using costume sets. Owning specific number of costumes from a set will give your Cookies a great ATK, DEF and HP boost!
